Who will advance in D-IV

So I'm confused does South Gallia not play a very tough schedule? Or is their schedule really hard? I know that I've read about some of the games that Waterford has played and they've killed almost everyone that they've come up against. There are only a few tough teams on their schedule. But that's because their league has been down the last 2 yrs.
