Not permitted to call off due to weather. Where I work, someone (rumor is-The National Guard) will come pick you up if you can't possibly make it on your own. Never had to do this, I just drive and drive slow.

I've been at my present job nearly 18 years.
With the exception of my son being sick I have "missed" maybe 5-7 days.
I can't recall the last time I "just" missed.
