So ranking the MVL schools by size (2018 numbers used for fall 2020 to spring 2024), here is who teams play:

1 Tri-Valley plays 2,3,4,5,6,7,8
2 Sheridan plays 1,3,4,5,6,7,8
3 John Glenn plays 1,2,4,5,6,9,10 (scheduled 8)
4 River View plays 1,2,3,5,6,9,10 (scheduled 7,12)
5 Maysville plays 1,2,3,4,6,11,12 (scheduled 8,9,10)
6 Philo plays 1,2,3,4,5,11,12 (scheduled 7)
7 Morgan plays 1,2,8,9,10,11,12 (scheduled 4,6)
8 New Lexington plays 1,2,7,9,10,11,12 (scheduled 3,5)
9 Meadowbrook plays 3,4,8,9,10,11,12 (scheduled 5)
10 Coshocton plays 3.4.8.9.11.12 (scheduled 5)
11 West Muskingum plays 5,6,7,8,9,10,12
12 Crooksville plays 5,6,7,8,9,10,11 (scheduled 4)

Out into the future, the 2022 numbers for 2024-2028 has some shuffling 4-7.

It is common for leagues with two divisions to have mandatory crossover games.

Plus, Crooksville would likely play their rival Philo and neighbor Maysville even if it wasn't their crossover games. Keep in mind that football revenue has to financially support a school's athletics.
