I think it should be at the Coaches/Player Discretion.
This form has to be completed for each game and signed by both coaches plus the person keeping the sheet

I dont hate the current rule, but there should also be a weekly maximum of innings. Maybe 15. 5-0-5-0-5 or 8-0-0-7-0-0 is still a lot throughout a whole season.
