No, but if your flapper is bad (rubber seal in bottom you are talking about) you should change that too. You can just get a new handle with chain if ya want. It's better to replace the whole thing. Yes and no about shutting the water off, hard to change the flapper with water trying to fill the tank up while the bottom hole draining. It's according if you want to deal with it. If just replacing the flush handle and chain, I wouldn't shut it off. Sounds like if your shut off valve to the tank is leaking after you shut it off then back on, it needs changed too. Shouldn't leak at all for any amount of time when you do that. By the way, sometimes you can clean the edges of those flappers to get a better seal. I use bleach in there to soak for awhile then wipe the flapper all over and bottom ring. You should replace all the guts in the tank and be done with it for awhile. How long has it been since that has been done? I'd actually would have to see what's going on in the tank to tell you the right thing to do.
